PERHEPI adalah akronim dari Perhimpunan Ekonomi Pertanian Indonesia, yang dalam bahasa Inggris diberi singkatan ISAE, kependekan dari Indonesian Society of Agricultural Economics. Secara resmi, perhimpunan ini berdiri pada tanggal 13 Februari 1969 di Ciawi Bogor, dalam suatu seminar\/konperensi ekonomi pertanian Indonesia. Perhimpunan ini dibentuk oleh tokoh-tokoh ilmuwan dan praktisi serta berfungsi sebagai wahana bagi kegiatan dan pemikiran dalam ekonomi pertanian serta mengembangkan ilmu, dalam rangka pembangunan bangsa dan Negara.<\/p>\n
Sejak lahirnya, perhimpunan ini mencakup berbagai disiplin ilmu yang ada hubungannya dengan ekonomi pertanian. Oleh karenanya, fokus kiprahnya ada pada tiga bidang utama, yaitu (a) memajukan dan mengembangkan ilmu ekonomi pertanian, (b) mengamalkan ekonomi pertanian bagi pembangunan bangsa dan negara, dan (c) memperluas dan memperdalam pengetahuan dan pengalaman para anggota dalam ilmu ekonomi pertanian, untuk bekal sebagai warga negara yang ikut bertanggungjawab terhadap pembangunan bangsa dan negara.<\/p>\n
Bagi PERHEPI, ilmu ekonomi pertanian dianggap sebagai ilmu perjuangan. Walaupun melalui masa-masa pasang surut organisasinya, dengan konsepsi-konsepsi dan tulisan\u00actulisannya senantiasa PERHEPI berjuang membela\/memihak petani dan masyarakat pertanian ke arah kehidupan yang lebih baik dan lebih adil melalui peningkatan produktivitas dan pendapatannya. Untuk sekedar contoh, masih kita ingat keberhasilan \u201cpembelaan PERHEPI\u201d dalam penetapan harga padi di tahun 70-an dengan Rumus Tani, ketidaktepatan kebijakan Inpres 9\/1975 dalann bagi hasil gula petani di tahun 1980-an, \u201creaksi PERHEPI\u201d terhadap strategi industrialisasi besar-besaran yang \u201cmengacuhkan\u201d pertanian dan kemiskinan di perdesaan di era 90-an, dan seterusnya.<\/p>\n
Dalam perjalanannya, berbagai dinamika dilalui dengan romantika pasang surut kegiatan perhimpunan ini. Akan tetapi satu hal yang tetap adalah, gerak organisasi ini senantiasa dilandasi oleh Pancasila sebagai dasar dalam pengembangan dan pengamalan ekonomi pertanian, baik sebagai ilmu maupun profesi. la senantiasa peduli terhadap dinamika pembangunan ekonomi pertanian serta komitmen terhadap persoalan-persoalan pembangunan pertanian dan perdesaan, kesejahteraan petani dan masyarakat umumnya.<\/p>\n
Sebagai organisasi profesi, ia merupakan tempat atau wahana berhimpunnya segenap peminat ekonomi pertanian, sekaligus menjadi forum diskusi baik dalam pengembangan ilmu maupun isyu-isyu penting dan mendasar dalam pembangunan ekonomi pertanian bangsa seperti kemiskinan, pembangunan sumberdaya dan wilayah, dinamika pertanian dalam globalisasi, dan lain sebagainya.<\/p>\n
Walaupun sifat perhimpunan ini terbuka bagi setiap peminat ekonomi pertanian baik yang berlatar pendidikan ekonomi pertanian maupun di luar disiplin ilmu tersebut, kiprahnya lebih difokuskan pada kegiatan-kegiatan dalam mengembangkan dan menyampaikan analisis, koreksi serta rekomendasi dalam pengembangan ekonomi pertanian.<\/p>\n
